Unlike other elected officials, Judges are advised not to take public positions on political issues.  Judges must maintain their objectivity in case those issues ever come before the Court. However,  Judges do take an oath to uphold the Constitution. It is the same oath taken by the military. No matter what the particular legal or political issue, it is the plain meaning and wisdom of the Constitution that will guide my reasoning as Judge of the Chardon Municipal Court.  The Judge of the Chardon Municipal Court is also the administrator of the Court and is responsible for the organization, budget, and management of 25 employees. I am the only candidate with administrative experience managing government budgets and staff. As Bainbridge Township Trustee, I helped lead the Township to a 17 decrease in its General Fund expenses, thereby saving taxpayers money without reducing services.  My experience will serve
Geauga County well.

The pertinent issues facing the office of the Judge of the Municipal Court serving Geauga County are protecting the victims, streamlining cases, respecting the law, and fiscal accountability.  Eighty-five percent of the cases filed in the Municipal Court are Criminal/Traffic cases.  These are the cases I have brought before the court as a police officer.  My front-line experience as a police officer for 26 years and 15 years as a practicing attorney provide a keen understanding of how the law must be used to protect and serve the public.  The law as it is written must be respected by all persons to protect victims, especially from repeat offenders, and effectively and fairly administer justice.  I will handle more cases myself to contain costs and oversee case progression.  I have an extensive record of volunteer public service and I will continue this by providing legal education programs for the public.

The pertinent issues facing the office for the next term are the Court’s budget, lack of harsher punishment on repeat offenders, and, drug abuse that has infiltrated this County, wealthy communities and not.  As Court administrator, I would increase the payment and collection of court fines, which appears to be overly extended.  One way is imposing monetary versus personal recognizance bonds, especially for repeat and more violent offenders.  I plan to take a strong stance against repeat offenders.  
Geauga County has a newer facility to house prisoners, which is not used remotely close to its maximum potential.    Work release is a prime example of taking advantage of the use of the facility, increasing fines/fees, and keeping the repeat offenders from causing even greater harm to our community.  Implementing alternative methods in attempts to rehabilitate the drug user, so recidivism or greater criminal activity to feed drug habits, is reduced.

All Geauga County townships will soon be dealing with much tighter budgeting due to funding cuts, but Auburn is well-positioned to not only maintain, but improve services in the near future.  As voters approved the expansion of our fire station, a professional construction team and contractor were put in place.  Trustee oversight and monthly public updates must continue through the duration of the project. Accrued estate tax money, a cordial, conservation-based purchase, grants and elbow grease have combined to bring the township to the beginning of our first community park.  As the athletic fields and driveway take shape, this deliberate, cost-conscious progress will remain necessary. An aggressive, township-wide road improvement program will remain in place with voter approval of the renewal levy. Strong zoning with consistent enforcement remains important in a rapidly growing township. For these reasons, I am seeking re-election.

Issues facing the Bainbridge Township Trustees during the next four years, as with all governmental entities. will include trying to find means to continue to deliver required or expected services to residents while having funding reduced. In this regards, the trustees will need to be  watchful of the departmental budgets.  At the same time, the trustees need to seek additional funding sources such as has been done in the past in Bainbridge when I was a trustee including forming a Joint Economic Development District and entering into an agreement with property owners for payments in lieu of taxes.  The township in the last few years has significantly expanded its parks facilities which are used a great deal by the residents and appreciated by them but the trustees will need to determine going forward how to finance their continued operation.

There are many issues facing all the townships in the state of
Ohio. In the next four years the number one issue is operating the township with fewer funds, but still provide the same level of services to the residents.  In my first term, I wrote the resolution to change the Health Care for Burton Township from a Reimbursement Plan to a Uniform Health Care system. This saved Burton Township Thousands of Dollars.  One of the ways to preserve the funds and protect the hard earned tax dollars of the residents is to collaborate with other Townships. I am currently the chairman of a subcommittee to identify each townships strengths and weaknesses. "Collaboration saves money."  One example of collaboration with another township is a new street light at Chipmunk Lane and Georgia Road. I was the point person on this project. Both townships shared the cost.

I think the most pertinent issue facing the Township is the loss of revenue, either from the state or by the lowering of property values. This combination means a loss of revenue to provide the needed necessities that our constituents require. The government cannot bail us out. We need to work together to gain assess to the funding for the continued growth of our Township. Sharing of resources, either with the Village or the County is a must. Forming a JEDD (Joint Economic Development) with the Village is one example of how this could be accomplished. We need to continue to develop our commercial properties as well as create well paying jobs for the people in our community. We cannot rely on others to help us, we need to help ourselves and our community will prosper.

Response:  The biggest issue facing a township trustee is managing change.  That is true at all levels of government, in our businesses, and in our personal lives.  Managing change requires critical thinking, research, analysis, making a plan, communicating that plan and executing it.   These actions are very similar to the steps I use in helping companies implement management systems.  My skills will be a valuable asset to our township.  
Chester Township 's government has  millions of dollars more than needed to properly operate.  How are we going to manage these monies?  Increase spending without a plan, or do the hard work necessary to come up with a responsible plan, based on input from the community and diligent research, honest discussion and debate. Munson, like each of our households, must manage itself sustainably to maintain our community as the desirable place it is to live.  The town hall renovation and fire station roof repair must be accomplished in a fiscally responsible manner. No serious issues regarding the fiscal office. The bookkeeping is in order and is in compliance with the state auditor’s requirements. The township follows best practices and consults with the prosecutor’s office when there is a question about procedure. I plan to prepare the annual GASB financial report myself rather than contract it out. We have a newly implemented records retention schedule. All of the township’s accumulated records will need to be organized and reviewed with special attention to accessibility and identifying those records of historical value that should be archived.  The township is audited every two years and the fiscal officer is held accountable not only for the recordkeeping, but also for legal compliance. If elected, I plan to be available to the various departments and to assist whenever needed to ensure that Munson continues to hold to the highest standards.

The next term will be faced with many of the issues which currently exist. Revenues are declining, particularly those from
Columbus, while costs are holding even or increasing. Newbury has a history of delivering services the residents need and expect while, at the same time, balancing the books. There are four options. Raise taxes, reduce the level of services, cut costs through efficiency without reducing services and raise revenues without raising taxes. The current team of trustees is focusing on the last two. I believe we’re already doing what needs to be done in the next term. In the next four years, the trustees must continue to find ways to provide needed services more efficiently. In addition, they must continue to attract new revenues through further development of existing commercial/industrial zoned land without changing the rural/agricultural atmosphere that is the charm of the township.

The Township needs a Plan that projects how expenses can be reduced and controlled to eliminate the need for additional tax revenue and reduce wasted tax money. As revenues are declining and expenses are increasing Parkman needs a way to meet service levels expected by the residents without the increased burden of higher taxes to the residents, who most likely are also experiencing reduced incomes as well.  Currently the township has no formal plan other than a basic budget which is required by law. However when one fund falls short the General Fund is tapped without question to cover the expenses. Energy conservation projects are identified through an audit. As project manager, energy enhancement implementation targets utility and energy cost savings. Likewise, township budget decreases from the local government fund and estate tax elimination in 2013 force reassessment of operating and capital dollar allocation for township services. By partnering with other similar townships, villages, and community entities that have similar service needs, savings can be realized through a consortium, group, grant, or shared service model. Ensure healthcare, workman's compensation, and insurance provider coverage premiums are value driven.
Russell Township is a member of COSE and has saved thousands of dollars on its utilities and healthcare premium expenses. Regarding service quotes, ask "Is this really a need, and if so, is there a cost benefit analysis provided, and what is the rate of return?" This methodology is necessary given the estate tax elimination that previously funded such projects. Be a wise consumer.

Communications – We have Trustees who don’t tell residents what’s going on - when residents find out anyway the Trustees don’t listen – and their planned fix costs almost $50,000/year – mine costs $2,000.   Internet – Current proposals espouse an overkill solution costing tens of thousands of dollars to implement and many thousands per year to operate - rational solutions cost just hundreds per month, little more than they’re spending now.  Single hauler trash – needs to come off the table.  Aging, failing septic systems – a problem for increasing numbers of residents – a new policy needs to find them help while not opening the door to the perils that come with sewers, like high-density housing or rapid commercialization.   Budgets – Townships are receiving tens of thousands of dollars less from state government – Russell needs to manage current costs and avoid creating new ones.

Response:   We are living in difficult economic times. Many families are struggling to make ends meet, especially those residents on fixed incomes. As such, my priority in office is to be a “watch dog” over the village’s expenditures as revenue is down due to falling property values and other traditional tax revenues.   The council must work together with a spirit of cooperation, always keeping the best interests of the village in mind when being confronted with difficult issues that may have long term consequences to the residents for years to come.  Foresight will have to be necessary as residents can no longer afford to pay for major projects, like the current water and sewer plant upgrade, by waiting at the last minute to find a solution on how to pay for the upgrade that should have been planned years ago. Basic services must first be funded. These are infrastructure, police and fire.

First and foremost is the ongoing financial operation of the city water sewer system.  Because commercial and residential development has been virtually non existent, the city general fund has had to supplement the water sewer system reducing money available for street repairs and side walk expansion.  City Council must find a method to continue to operate the water sewer system, expanding service to attract new business, while keeping user rates low.  The City must develop a new program for city sidewalk expansion and repairs.  The city is now only about 55 percent walkable  through sidewalks and when families decide where to move to, sidewalks are part of the decision making process.  The City needs an affordable program, to add sidewalks to the City for residents to get from one location to another safely.  To maintain the small town character of our great city while keeping it safe for our families.

In 2013, the Village of Hunting Valley will receive a lump sum deferred estate tax payment, estimated to be tens of millions of dollars.  In order to maintain the Village character and uniqueness (open space) and delivery of efficient services (police, road maintenance, trash removal/recycling, etc.), Village Council must conserve its finances. The Village should retain its reserves and the above mentioned tax payment in an "endowment", and manage the annual operating expenses in a prudent manner.

The main issue facing Middlefield Village is to keep our financial conservative position.  In the past we have lost one levy and the revenue from the closing of several manufacturing companies. With the loss of revenue, we have still been able to maintain all of our Village Services. The problem is that the loss of revenue impacts our ability to do many of the upcoming capital improvements. We have instituted money saving programs that will help. I feel that it is important that we retain our current capable Council and personnel. They make it one of the best small towns in the area.
